Where can you find regular high wave (40,000 ft+) - preferably without having to have an IFR rating like in the US?

E. Turkey/Iran border mountains, nr Ararat.
IFR will be the least of your worries;^)
40K+ wave can be a bit elusive even at the best sites. Colorado record is 44K. It's more like being in the right place/right time.

Yes, but do you need an IFR rating? I am a bit confused here especially as there were some posts recently in this NG about Bob Harris's record in 1986 when he went into controlled airspace and his record was not ratified for while or whatever. Are you saying that there is no ht limit at Minden, provided Oakland ATC have given the OK?

Its a wave window for special VFR clearance into Class A airspace. I am sure the FAR quoters will be able to help you with more details Last winter highest we I can remember we had someone go was 36,000.
Anything over 25,000 is too damn dangerous in my book!! most rental planes do not have reserve O2 systems etc.
The skill in wave flying is not how high you can go but how far..
Any old gomer can get dragged into the wave out here and do their diamond height. The tow pilot will even drag you into wave and tell you when to get off.
Very few people are exploring the XC possibilties.
