These two proposals seek licensing of flight schools under two different State regulatory Boards in Florida. HB 5 contains a number of exemptions where some soaring flight schools may find relief. In contrast, HB 69 applies to ALL flight schools and instruction, including specific reference to gliders.

HB 69 is a draconian attempt to impose State mandates that overlap and in some instances far exceed FAR standards, proposing - for example - that the State be empowered to determine whether a flight school or instructor is physically and mentally fit. (EGAD - no joke - they reserve the right to insist on marriage counseling and threaten denial or disciplinary action for nonattendance!)

Just a final point - WHY is this being introduced?

Why you ask, to stop some crazy idiot named abu ben something or other, from learning how to fly big jets into the world trade center. Oops to late, they did that already. And besides this law will do nothing to stop that. How does a foreign national, who's name is on a watch list, get a pilots license anyway. Name had to be submitted to the FAA at least three times, along with a ride with a FAA designated examiner, and a visit to an FAA designated doctor. Some where along that line of paper work he should have been picked up.

Trying to raise more income for the State. Not looking at all of the people and equipment that they will be putting out of business, with the loss of income, sales and property taxes, this will put the state in negative numbers, so they will just have to up the rates again. Maybe they are trying to make Arizona, the largest pilot training center.

This is just another make work law for lawyers. The state is stepping in on federal ground, and every instructor in the state will wind up kicking in a few thousand bucks, that they do not have, to collectively hire a bunch of lawyers, to prove that point. The state and feds will also hire a bunch of lawyers to protect their turf. Four or five years from now, and many millions of dollars of lawyers fee's, they will drop the law. What are you willing to bet the state reps who wrote this stupid piece of legislation are lawyers, they may not profit from it, but they will sure keep the profession busy.

PS. osama bin asshole may be a effing fanatical idiot, but I doubt that he is a effing stupid fanatic idiot. With prior knowledge of what was going to happen on 9-11, and what was about to rain down on his beloved cave, I am willing to bet that the boy made a few tapes for the masses, called mama, got a shave and a haircut, new Italian suit, a gold cross for his neck, and boogied out for the beaches of Ipinamia. More than likely enjoying the southern spring on 9-01.

People voting for them as well. The percentage of non-pilots is even probably higher among them.
